medical drug abuse testing

with all the testing going on in the work place why are the drs as well employers not testing people for medical abuse of drugs
the amount of people ot there thtat are misusung medical supplies is astounding
no one seems to be watching for the signs of misuse
anger , irregular perspiring , moode swings , speeding up of movement
the drug ritalin is used as a substitute for speed by quite a few ignorant people that dont knowe the full amount of side effects
we need a away of employees to protect them selves from all drug users and the dangers they can bring with them
